Creating Safe and Healthy Homes

The City of Odessa's Community Development Department is dedicated to providing decent, safe, and healthy homes to the citizens of Odessa. Community Development offers several housing rehabilitation or repair programs that are targeted to assist low to moderate low-income families.

Rehabilitation/Reconstruction

The rehabilitation/reconstruction program assists low income families by providing substantial repairs that will increase the safety, health, and livability of the home. 

Emergency Repair

The City of Odessa provides Emergency Repair Assistance to families who are in immediate need of certain home repairs. Repairs include (call for full list of eligible repairs): hazardous furnaces or no heat during the winter, no water, or severely leaking pipes, electrical hazards, severely leaking roofs, and weakened floors.

Minor Repair

The minor repair program addresses housing issues that are not eligible for emergency repair but of a nature that requires repairs and the homeowner needs assistance in having the repairs completed. These repairs can include but are not limited to: siding repair, insulation, ceiling and roof repair where roof is not collapsing, flooring in severe cases, energy efficient windows, and entry doors.
